This report will explain the four important stages needed to realize a reuse system, starting from the first step to the stage of creating enabling conditions for reuse systems to become the new norm. These stages are based on some of the evidence presented in the earlier chapters of this report. Through these stages, reuse systems can be implemented widely in various sectors, depending on local conditions and priorities. The four stages are 1) Establishing the basis of a reuse system; 2) Developing a reuse system; 3) Accelerate and improve reuse practices; 4) Making reuse a new norm.
